 A thirdparty is necessary if transaction records are to be trustworthy. In any event, it isvery unlikely that the issuing country would offer any recourse if the passport proved tohave been issued erroneously. And for those who try to exploit thenew technology illegally, criminal codes should provide appropriate punishments. In some applications, these parties need not be distinct – in the lastexample above the issuing party and the verifying party are the same (although this mightnot always be true in such uses). Usefully, a digitalsignature also tells us that the document has not been changed since the signature wasmade (the way digital signatures work provides this confidence).
